I want to know the same thing. I have been Googleing Irish proxys all day and haven't found one that works. please help us find one that works!
Maybe an Irish ww brother will open his heart (and a port) to help us out.
An http proxy is what i seek.

The problem is that anyone providing proxy service in Ireland could be liable (legally) if someone going via the proxy uses it for dodgy purposes/sites. This is one of the reasons why Irish proxies are rare and perhaps the main reason why Irish users would restrict proxies or not run them at all.

Well, This is a great opportunity for some Irish folk to make some money! Start a subscription proxy service, that you have to agree to the terms to use. Couldn't that conceivably solve the liability? Are Irish laws really tough on people that provide proxys?

Anybody know of a subscription service that has Irish Proxies?
