The short answer is no, Mac OS X won't boot on anything besides a Mac and Apple plans to keep it that way.
Currently the only way to run both Mac OS X and Windows on the same machine is with an emulator such as Virtual PC.
Maybe you've heard that Apple is switching to Intel processors. When that happens, it may be possible that you can buy a Mac and configure it to multi-boot Mac, Windows, Linux, etc.
It a very good bet that there will also be applications that offer "Windows in a Window" that are like today's hardware emulators, only much faster.
Thirdly, there's been an announcement that "Wine" will be ported to Mac OS X, which promises to allow Windows applications to run on a Mac without actually running Windows.
