After two years of research -- including observations of people at computers trying to find information -- HHS has published 187 guidelines for effective Web design and organization of material.

That is the best thing I have seen in a long time. Have only had a chance to browse it, but this could eaisly be one of the best 10 documents on the web for webmasters.

Rankingd for strength of evidence AND relative importance of everything they discuss.
