Search Engine Placement Recommendations?

While I've been doing web development for a while now, I am new to this board and to the idea of search engine placement. If this is a topic that is frequently covered, I apologize ahead of time, as I did a search but didn't find the answers I was looking for. Hopefully someone can help me out.

Ok, I have a client that specializes in debt law, and would like his website to be listed in the top ten (if possible) of most of the major search engines. His site is currently indexed in Yahoo, Google, AOL..., but only when you search for his specific company name. The site contains the necessary meta tags (keywords).

What can I do (if anything) to bump his site into higher rankings? We've looked at SEOM companies, but are some what leary of them and the cost involved. I've also been steered towards a product called, Web Position Gold (although on download.com, it didn't get good reviews).

Any help is greatly appreciated!

An excellent place to start is 12 Months [webmasterworld.com]. This gives a good understanding on the direction you need to go in.
Then read a lot here, and ask specific questions.
