The very basics after you are sure that your site is oven ready i.e links working, body copy keyword weighted, title and description good etc; go for submission, first option would be Dmoz, then Google etc.
You will find all the above described in full depth throught many threads, iy's worth taking time out to read them.

One of my sites has given me fits, submitting to spiders and directories like you have done. And all of a sudden I traded links with people and the spiders show up and my rank REALLY improved. Not only that, but I have found that it is more important to trade links with sites that are in your same category.
Do a search for "link exchange" and throw in your top keyword. Chances are there is someone out there willing to trade with you. There may even be a few free link exchange directories for the things you want to be listed under.
Then once you get incoming links, submit THOSE pages to the spiders and directories.
