Most of the blogging software packages are free, and can come with free hosting. Great deal for certain types of things.

It depends how you like to work. I like jedit [jedit.org...] but that's pure code view. I have been trying out nvu [nvu.com...] which seems pretty cool and has a wysiwyg interface.

Hi, workingNomad.
I understand that by web design software you mean tools for building your website. If it is so, I would recommend you to take a try at two free HTML editors that are suitable for a beginner (and indeed for many a professional). These are AceHTML and CoffeCup. Both companies have paid versions of these editors as well, so you can upgrade when you feel you need it.
