What Is the Perfect Article/Website Template?

Here's what I'm looking for

A template design with boxes much like what is on the
form I am filling out to ask the question on webmaster world.

From top to bottom meta - header - the same on every page decription all in boxes.

then a body box

Then I want to post my articles from an export to each directory I choose. Not copy and paste change.

more like convert to a another form - Auther title
an everything - and bamo.

One of you guy has to have the perfect solution in mind.

Nd best case I would like to work in ftp
not of my desk top.
