Can I start uploading my pages to the new host before the dns change takes effect?
Other problem - emails: With old host, I was having trouble geting my emails. I had it set up in Outlook Express 6, but I could never retrieve the emails that way. I could send them, but not receive them. The only way I could receive them was to have them forwarded to my ISP email account. I sent multiple reequests to my host but it never got resolved. (Part of the reason for changing hosts- lousy support).
Now yesterday I changed the password for my cpanel with the old host (another problem), changed the email passwords and changed the email passwords in OE, and now I can't send or receive *any* emails through my hosts server.
Can anyone explain this and help?

You can ping www.yoursite.com from a dos command line on your computer. When the site shows the new IP in reply, then you know the change has happened (as seen from your computer at least). You can also watch the traffic logs in both locations to watch for a change. Leave your site up on the old host for a few weeks just to be safe.

Yes, although they might not be seen by the world until the propagation.

You probably are not setting up the POP3 mailserver correctly in your email program. Check with your host on what the proper settings should be.
Hmmm...not entirely true. If you're going to use the URL for your website you're stuck waiting for the DNS to switch otherwise you'll be uploading to the old location. If you can use the IP address - then yes - providing it's not a shared hosting situation.
