If you are new to design then your clients are likely to be people that don't want to pay.. you can make say $1000 payment for a site but in an hourly sense that could work out at $2 per hour, is that really worth it to you..
Then there is finding the work... being freelance it tends to work like buses, nothing for a good while then 3 come along at once ;) and that is if you can find 3 companies willing to take you on..
If you want a regular income, it would be best to find someone who needs web editing, regular updating of an already established site..
Just take it one job at a time, we've all been there, doing it for cheap or friends or contacts until your own knowledge base and portfolio is of a reasonable standard...
Just remember, you never stop learning and no one knows everything ;-)
