will white text get you banned from google?

My link text is colored, but on mouse over it changes to white with a dark background.

Will google think this is spam text?

Come on Matrixster, Google doesn't even come close to something like thinking. So no, your site won't be banned because your links have a:hover {color:white;}.

This will not cause any problems. However, true hidden text (eg. white text on white background) would definitely cause your site to be marked as possible spam. That's pretty easy to detect for any simple html parser (let alone Google).
