Alrigh, well i'm new to developing web pages, I know basic HTML. So i can design the web site. But the problem is, i need people to be able to make acounts to log in (just like this forum here). And i have no clue how to do that. I also need them to be able to upload files to the web site (just like picture hosting sites)

BTW: My host gives me unlimited Space, bandwith act. I also have mysgl databases if that help any!

Also, what would a private webmaster charge to build a site like this for me?

I think you are probably best of with installing one of the many free forums that are available on the Internet. It shouldn't be too difficult if your host has a working mysql installation already. Just follow the installation instructions.

If you are uncomfortable with that you might ask someone to do it for you but I wouldn't pay too much for it. Think about some beers in the pub or something like that ;)

Also, make sure to keep the forum software up to date because sometimes security problems are found in them.

Also, check out PEAR::Auth. While it does require some coding skill, there is good documentation with plenty of examples. I've used it with good success myself although I do everything in Perl nowadays and there's tons of different authentication modules in CPAN.
