my nav bar problem

I inherited a web site - using FP sometimes and html sometimes.

I created soine calendar of events pages.

On some pages the top.htm and nav.htm are showing up more than one. The nav.htm shoudl be on the side & on some pages it is showing up twice

?

Who does that happen & how do I fix it.
