Template for database site

I am looking for a "template database site" that will make it easy for me to start a database-driven site. I guess the concept is similar to using MS Word templates, but for a database site instead. The database template would allow me to set the site up so visitors could browse, register, search for data, pay for particular data, enter criteria, upload pics and mp3's, be notified by email of certain events, etc. It would have these basic functions already; I would just select which ones I needed to be active, name them, give them colors and fonts, and they would be ready to operate. Does such a template/service exist?

The number of users of the site would start out at under 5,000, but the site would need to give fast performance (with proper hosting, of course) for up to 500,000 users. I will be designing the site myself, so it needs to be simple and not too technical (I'm not into html or visual or anything else.) The site will have no frames, no popups, preferably no scripts, and dare I attempt to do so... no cookies.

Any ideas?

All you need is for someone to get your template / design done first and then you integrate your shopping cart into the design.

You need to look at zen-cart as a learning experience of what's available. On a side note 500,000 users is pretty good and might be worth a more aggressive attitude on learning some html. It's hard to get anywhere without a fair knowledge of it and the basics are not that hard. You can get a lot from some free online tutorials.
