I'm sorry, this mightn't be in the right forum, but a local school need a website done, and would pay the designer (naturally). They haven't mentioned a rate, so I'm assuming it's negotiable..
What are the going rates, as it were? Are there any? I haven't a clue I'm afraid, but don't to be TOO cheap about this.

Designers with high quality portfolios generaly command the higher price for their work. If you are new to web design then it may actualy work in your favour to use the school project for bolstering your portfolio. Schools, charaties, non profits always look good on a designers portfolio. Generaly at the onset designers need to be prepared to run a very small profit margin to build a good client base.
Once you have several good sites behind you you can start to charge with a price that reflects this.
Charging high may scare away smaller businesses and organisations, but if you work is on par with your prices then there will always be someone willing to pay for quality.
