If I change the title tags of a website, what impact, if any will this have on search engine placement?

Everything or nothing :)

The title tag is one way of telling a SE what your page is about so if your page is about "furry pink widgets" and your title is "hirsute raspberry thingies" your title will be doing you no good at all.

If you change it to "furry pink widgets" you could do a lot better. It's all about context and relevance. Make sure your title refers to the subject matter of your page, i.e. what you want to get found on.
