Hi!
I don't think that there are some limitations about IP to countries.

You can buy domain and IP wherever you are, the country doesn't matter. I think you mix domain name for counries.
List of domains and countries is at [checkdomain.com...]

You can question for IP at [ripe.net...]
and for domain at [hcidata.co.uk...]

You can get lists like:

[eurofasteners.com...]

that give you general ideas based off of IP, otherwise you have to buy databases. They can be fairly large and are about 95% accurate I think.
