Did you create a web before you built the pages?
If you have simple built pages then tried to link them together from within the Frontpage interface you will be using system url's.
The propper way to use frontpage is to have your webpages within a "web". To create a new web simple open Frontpage...
File>New>Web...
You should then folow the dialoge box to create your web. That way all your pages will link to each other without using system url's. You do not even need to use FT to upload then, you can simply copy the contents of a web folder to your web space. You only really need to upload using FP if you are making use of the FP server extensions.

Relative links should work if, when you decided to make your website, you chose the option "New > Frontpage Web" - versus choosing "New > Page".
If you published the site as a collection of pages, versus a frontpage website, relative URLs will fail.
Did you open the 'website' on the server and take a look using the hyperlink view? Have you employed the "recalculate hyperlinks" tool? These aren't necessarly to tools to fix your issue, but they are tools you should quickly become familiar with.
Lastly, I'm not certain but I think at some point in its development history Frontpage may have placed image files - jpegs - in a folder of their own by default. _images folder? This doesn't sound like the issue since the links appear to work 'on the way in', but it may be something to examine.
I've made pretty much every mistake you can make using MSFP and look forward to making a few more as I begin to play with MSFP 2003 (and Dreamweaver MX).
