Hi,

When someone is learning web design and in the process of building a portfolio of their work to show potential cusotmers. Is it ok to use free hosting to achieve those particular aims?

You could, but you can get a reseller hosting account that allows you unlimited domains for $15 a month these days, and that looks a lot more professional. $20 a month will get you a better one.

Since you're just learning, though, you can always use free hosting as a spot to keep your stuff, and get the reseller account once you're a bit more confident and really want to go out and get those clients. Do plan, though, on getting that reseller account someday.

I'd find some actual people looking for web design and comp them the designs if your goal is your portfolio - they would have to cover all of the domain, hosting etc - you would simply be providing a free design. In all honesty, free sites will turn me off to any web designer. I have this mental block that tells me if they don't believe in themselves enough to pay for hosting, maybe I shouldn't either.
