Intranet and its Maintenance

I would like to know what are the best practises for creating an Intranet site and then maintaining it.

What configuration of Hardware and Software should be used?

I want to use minimum programming to do the task.

I would like to do maximum Access and ASP linkages for data etc.

I would also like to upload the entire ISO Documentation to the site so that people can freely go through it. But I want the word documents to open only within the browser. How to?

Any other help in these lines will be of great help.

I am new to the whole thing.
