I want to display a pop-up... but it should only be displayed if the visitor belongs from a particular country. Is is possible? If yes, how?

You'll need a kind of reverse DNS on the ip-numbers of your visitors.
Search Google for these terms: 'geolocation ip numbers' and see what turns up in either free or commercial solutions.

As has been suggested, you need to carry out a RDNS search on the ip address the request claims to have come from. However, please note that this is neither reliable, nor accurate.

If you wish to offer country specifics, try to make them reader selectable.
