Is there a specific plan you can sign up for, especially on geocities, that has access to the .htaccess file? thanx.

I am not sure if Geocities allow you to make any configuration changes through htaccess on any of their accounts. You could try it by placing a .htaccess file at www base directory and see if it works.
If that fails you might be best to look for a host that does offer it. It can be fairly dificult to know before signing up, you might want to email a few hosts to check before you decide.
