Drop down menus in frontpage

Can i implement them once the page is designed

I have to make a 3 tier drop down menu for my site's navigation.....i am a designer with no knowledge of scripting.However i do have an idea of exactly what sub cats the drop down will have, what clr change should happen and how it should look..and a third person will be implementing the drop down menu

Can i create the basic page layout in frontpage and the script gets added and implemented.......

i am making the page like i want it to look...only addition that is to be made is the drop down with the options...do i need to watch out for anything!?
