given that links are only counted by Google if they are PR4 or above I wondered whether..
The site (homepage) had to be PR4 or more specifically the page the link is one has to be PR4 or above?

PR is by the page, so links from PR4 *pages* should show up.

Would you happen to know whether multiple links from the same site (but different pages) are of any PR value or is there only PR credit once per site?

As I understand it, whilst Google only return sites of PR4 and above when checking incoming links, in fact, all the links to your site are indexed eventually, regardless of PR. If I remember rightly the test for this one is Google/Advanced Search/with the exact phrase/www.your domain.com (or whatever)

It is the PR of the page displaying your link which will carry PR forward to your site. And again if I have it right, all and any links from a site will be counted. But don't forget you eed links across several different sites.
