My Navbar's a Nightmare

On my first site, I've got a navbar with rollover gifs and it takes a while to load. It's in the top frame of two on a page.

I notice that most pages don't work this way - are frames not so good for this?

I'd like to get a navbar which has the pop out menus on mouseover - how is this done? I've also read that a lot of people prefer SSI navbars - how does this work and why is it good?

Any advice or tutorials that you could point me to?
