I own a domain name (.com), and I have the capabilities here to run my own webserver with good results. Unfortunately I do not know what I would do to register my IP address as nameservers for my domain to host.
You need 2 different nameservers being in 2 different networks.
You could set up and host the primary nameserver right on your own webserver and look for another secondary name server elsewhere. Perhaps your hosting company is offering one. Otherwise, google for "secondary nameserver service" or the like.
Personally, for some of my domains, I use xname.org as secondary, which is free and works fine.

Once the name is registered you can "park" it on a name server, usually provided by the registrar. There should be no extra charges for parking.
Once parked, you should have access to the ZONE files to point it to your webserver.
