but really, php is a scripting language. you say you want to make a site 'like' the one you've pointed out, but still your questions are a bit broad. what do you know? do you have any experience with any coding? ever done a page before? have you tried searching for 'php' here at WW or on a search engine? there are thousands of tutorials out there.
there are also graphics on that page. do you have any graphics editors or experience with them?
as a side note, on myIE2 (IE 6) that site was really messed up. the menus overlapped (or 'underlapped', as it were).
