What formats should I make my content?

I've had a lot of requests from my site visitors to prepare a version of my website for various mobile devices. Now that I've done some research there seems to be a variety of formats and devices, so I'm trying to figure out what I should offer to give as many people access.

The publishing system I'm using lets me just republish my web content through different templates, so once I create a new template it won't be extra work to maintain the content.

Here are the formats I'm thinking so far:

- Avantgo Channel
- WAP edition
- small screen-readable HTML, with no graphics
- small screen-readable HTML with some small graphics

Would that catch most people's PDA/phones?

I'm also looking for a way to send out my email newsletter to wireless devices. One idea is just to send out a notification that there's a new newsletter and give them a link, but can some devices actually recieve HTML emails?

Don't forget variants of cHTML [nttdocomo.co.jp] for my iMode phone...but that might fall under your small screen-readable HTML...
