There may be several issues here.
Firstly, the fact that you don't have the copyright acknowledgement and link eans you can take this up with the other person. They should honour the agreement.
Secondly, there is nothng they would have done to copy the information that would have affected your website, unless they have your username and password to FTP to your website.
The ratings you mentioned: I'm not sure what this is you are referring to. Certainly, he may have copied your information and inserted his own code to show different results.
Did he get hold of your password and username?
on one place on the web where sites are rated, HIS rating is now in my place and mine has dropped considerably

I had kind of a similar problem. PR chap asked me to link to his customer's site in return for a link back to mine. Said yes, put a nice link to their site as it was strongly related to my content. After 3 weeks, still no return link.
Emailed the PR chap I would remove his link. Then he came back saying my site link was now up on so-and-so page of his customer's site. Went to look there and nothing was up at all.
I will not even answer these requests anymore. What I do is I ask the companies whose stuff I write reviews about (my site is a journalistic site--being a journalist that appears to be logical) to link to my site. They usually do so within a few weeks.
But I seldom experience much traffic from these reciprocal links anyway...
