Anybody know how long it is taking to get a copyright certificate back these days?

It varies. I've had it take as little as three months; I've also had it take as long as a year. For this last update, it took them two or three months just to cash my check.
The "effective" date is rounds-about whenever you filed. Just don't hold your breath waiting to get your registration certificate that verifies this effective date.
