Copy Protect Data CDs

Is there a fairly easy and cheap way to accomplish this?

I work for a local government agency, and we would like to offer some of our information to other groups. However, we would also like to be able to maintain some control over who has the information. Therefore, is there an easy way to protect CDs and DVDs from having their content copied. (Not looking for anything industrial grade, just to stop low tech things like drag and drop, copy paste, etc).

Thanks for the link. I had actually already found that site, but nothing there seems to really fit what we are looking for. That seems to protect more for audio, where we are looking for data.
