1. Read the entire submission before buying it.
2. Be able to credit the writer! (Having bylines on material gives a substantial amount of credit in this field.) -- Actually, I'd be delighted to be able to give bios and contact information if desired for the writers.
3. Get material quickly, sometimes with a 1-day turnaround on topical subjects.

Sounds like this might be a highly specialised field - one of which the writer might be expected to have a considerable amount of knowledge?
Yet you say you want to:
Read the entire submission before buying it
Just my two cents worth, but you might have difficulty finding writers who want to invest a considerable amount of time in writing to the required technical standard, in the hope you might buy what they've written if you like it.
If the field is as prestigious as you make out, writers are likely to charge fees for the level of knowledge required, which are likely to be quite high. They would probably be expecting to be commissioned to write, as opposed to submitting on spec.
One day turnaround for new content? There's no reason why you should not be able to find a suitable freelancer to do this. In this scenario I would be inclined to give any new writer a trial period of two weeks or a month to ensure work quality and the ability to meet deadlines is as desired.
A good place to find quality writers - as opposed to all too frequently sought cheap content churners of dubious ability - is writerfind.com. Indeed, I'll likely be posting a specialist commission there myself in the next couple of days. Beyond that I'm sure your inbox is already full of stickies from the many members here who are freelance content writers...
Hope that helps a bit.
