publishing a summary of an copyrighted article

how can i do this?

i'd like to write and publish summary articles that give an editorial view/review/overview of the original article and links back to the source.

is this allowed? has anyone investigated this? any pointers?

if its not allowed 'out of the box' how can i go about making it happen.

A "summary" can easily be quite distinct from the original article. In fact, as a summary or review, it's supposed to be different. It should be shorter, and should provide a "bird's eye view" of the content. If you're doing it at all correctly, nobody would mistake your "summary" (or, more properly, "abstract") for the original content.

For further guidance, try doing a search on "how to write an abstract" (with the quote-marks) for information on distilling the article. And do a search on "how to write a review" for information on that aspect.

I don't see a problem with this at all, as long as it is truly a review (abstract) of the article in question.

One thought - The page you linked to refers to "extracts" from a copyrighted work, which would be word-for-word copying, much different from writing your own summary or abstract. Within your summary, abstract, commentary, etc., you could only use "short extracts" of the original work, properly attributed.
