If the format of a my content is copied exactly as it is, can anything be done about it? I have a fansite which has information on each track presented in a certain way, around 30 pages. Each page has been copied exactly as they are on my site, after contact the owner agreed to change my original wording introducing each track .. but that still leaves it looking exactly like mine with the same information.

I always though online was a case of data being free to use but information not. By that I mean an artists track number '5' for example, but the way it's presented and worded is not allowed to be taken.

Any advice?

If your layout was unique, which can be difficult to prove, then perhaps you were violated. If you simply modified your website based of one more other websites, your work is not original.
