what should I use if I plan on asking users for reviews. Should I automate it so it creates its own page?

What type of technology would best suit me here...some kind of CMS?

From what I've seen I'd say a forum with review specific mods: Voting, surveys, rating scripts, etc.

Take a good look around at what's already working well and without violating anyone's patented processes emulate the best of each.

I guess ratings work very well and even votes.
