Would much appreciate a recommendation from people.
I have a smallish site (around 50 pages plus a discussion forum) that I've just converted to CSS layouts. Previously I had used Dreamweaver 4's templates to manage the site. Now that I've switched to CSS layouts however, Dreamweaver 4's templating functionality doesn't allow me the flexibility that I need. I don't want to upgrade to Dreamweaver MX (too much money, DW4 cost me enough and I don't make money off the site).
So, I thought I'd look at some Open Source CMS solutions. However, I don't want to change the name of my pages from .html to .php.
Is there an Open Source CMS out there that will output HTML pages? Or, is there a cheap (or free) development tool that will help me with creating templates without touching my code too much?
At work, we use Serena Collage which generates static HTML files and then deploys them onto a server so I know that this model exists (but I can't afford Collage for my little site!)
Any advice will be very much appreciated. Thanks!

Wget is a free utility with lots of options - it is also very useful for archiving a site.
