move existing content (14,000 pages) into a CMS

I would like to move my existing content, mostly 14,000+ static html pages into a CMS system to manage the updating of the common portions (header, footer, news, etc..) and also help in caching.

Any ideas? I am using a virtual server and cannot install software, but can do a web upload and have access to mySQL databases, and can use PHP too.

Anything simple to help me such a large website..especially using Macromedia has become a pain. I have been asking this client to pay to make the ite dynamic, but they are non-profit..and won't do it.
