License plate usage on posters and clothes

I've seen car license plates used on posters, would this constitute improper use of state property? Even if the tag is out of circulation doesn’t the state still own it?

I've seen beach permits on t-shirts does anyone know how that is possible since those are state owned and registered tags, unless some company has an agreement in place with the state in question?

I bet it varies from state to state. You might want to ask your state's DMV. If they have a website, see if you can find a likely spot to ask your question.
