How many characters per hour can you read at a reasonable rate. I have to come up for a price.

That's going to depend on the nature of the material you are reading, and on your own proficiency.

If all I'm doing is reading, I can read 60-80 pages per hour of a novel, and I could easily estimate the number of characters per page to get a characters per hour estimate.

But I read technical materials considerably more slowly. I read more slowly if I am taking notes.

And some people read faster or slower.

I suggest you do a test. Time yourself reading some sample pages.

Apparently 200 - 400 words per minute is an 'average' rate for reading.

it's hard to say. i read Chinese quickly and English slowly. For Chinese, 220 per minute; for English, 160

I read around 800-1000 words per minute. At that speed comprehension is lower; if I have to actually study something, I slow down to around 400 words per minute.

I know of a speed-reading course that will supposedly help you learn to read 1200+ WebmasterWorldith 98% retention. I keep meaning to learn how, but can never find the time...
