Is it Ok to use RSS feed of other sites and publish on your website? More specifically you just publish titles and for article you send visitor to original site.

if the site provides an rss feed then usualy you are allowed to use the feed. Sometimes though, sites specify that they allow the feed to be used in a desktop rss aggregator as oposed to on a website.
Generaly I would recoment contacting the feed publisher if you are in any doubt.
