Anyone see why this won't work? It doesn't seem to and I'd really like it to.

Wrong order. Try:

<Limit GET POST>
order allow,deny
allow from all
deny from env=ban
</Limit>

If that doesn't work, try:

<Files ~ "^.*$">
order allow,deny
allow from all
deny from env=ban
</Files>

Otherwise something isn't set up properly on the server.
