If you are into eyecandy and are a KDE user you should love this place. It categorized and rates themes, decorations, and wallpaper. It is also a fantastic place to find non-KDE (generic) eyecandy like a huge selection of icons.
For those of us who are not KDE users there is the revamped and now faster themes.org [themes.freshmeat.net] -- it is now part of freshmeat. I gotta respect that they still have many themes for window managers that have fallen out of the spotlight, like AfterStep, and XFCE.
IMO, themes.org is proof that you don't need bloat to have a stunning desktop.
