Changing time / date stamp on files?

Is there an easy way of changing the datestamp on a file or a batch of files? For example I would like to take a file and set an arbitrary timestamp in the past via the command line. I'm using Ubuntu 5.04 and RHEL 3.0.

You should be able to do this if you gently touch the files.

man touch
