Which FTP server are you using? Which firewall are you using?

If you want to allow incoming FTP connections to your Windows machine, and you're running the XP SP2 firewall, you can allow this through the firewall configuration which you find here:

Control Panel > Network Connections > Local Area Connection > Properties > Advanced > Firewall Settings.
