mod_bwshare static compile to apache-1.3.22/linux 2.4.17

Module compiles but won't link

I have been able to build the mod_bwshare
(http://www.topology.org/src/bwshare/README.html) module and get it included in the libstandard.a archive but can't get it compile/link into the httpd binary. There are no error messages and httpd -l shows all the other modules with mod_bwshare missing. I have to use a static installation and not a DSO. I've hacked all the necessary Makefiles and configuration files to include it with all the other modules that compile in, but still no-go. Any thoughts as to where to look? I am constrained to use apache-1.3.22 and linux 2.4.17 at this time.

I've also tried to include mod_so with the same results. The simple question is "How does one compile third-party static modules into this httpd binary?"

Email to the developer is unanswered and the module does not appear to be actively supported. I haven't found a Google search that yields anything useful.

Anybody have any info about installing/using this 1.3.x/2.x alternative to mod_throttle, mod_throttle_access, mod_evasive (nee mod_dosevasive), mod_antihack, mod_bandwidth, bw_mod, mod_limitipconn, mod_tsunami, mod_perl SpeedLimit, perl FloodControl, etc.?

(Been there. Been reading.)

I like mod_bwshare because of its IP-based throttling, its Web-configurable info [topology.org], its comprehensive, at-a-glance admin interface [topology.org], and that it uses a site-matchable (I hope) slow-down notice.

Alas, I'm not root.

And I'm so very weary of playing catch-up with site-scrapers and cloaked crawlers and unintentional 'load links in the background' tabbed-browsing whackers. And my .htaccess is getting too big for all the SetEnv keep_outs and [F] mod_rewrites and straight deny froms. And all that's in addition to firewalling what seems like most of some Asian countries. So-o-o --

Anybody have any recommendations about installing/using this mod or its Apache 1.3-suitable kin I can relay to my SysAdmin, please?
