Countries outside the US are very capeable of forceing a big change like this. The government is just a start. If enough goverments decide to do this then companies that have to do business with the government will follow. Then people will get used to it at work then use it at home. If enough people do this then software companies will start making more software to use those systems. I don't think it is the downfall of MS but it might be the start of a real competiter. I would love to see this.
