Get rid of square or rectangular look

Not sure how to do it

I have asked the question before at a different site. I have only designed 3 websites and they all have a rectangular look. I am looking to put some rounded features into one.
Somebody told me to get PSP. The price looks very good and I just downloaded a trial version. But after looking through the user guide, I am not sure that is what I need? It seems to concentrate on pictures. Am I missing something here? I know I'm not a rocket scientist.
Some of the features I have seen at other sites that I like are "tabs" along the header for a menu. With horizontal bars that are rounded at the top "corners". Text inside of boxes that fit snuggly instead of with gaps like I usually end up with. Stuff like that.
I confess to being duh with this.

In most cases, those rounded edges are created by creating a rounded-edge image, and using that as a background image in a table cell. Try using your browser's View->Page Source function to see how this is done.

My suggestion is to get a copy of Photoshop it is by far one of he best image editing programs out there and its usefulness goes further<sp?> than just web graphics, if Photoshop seems a bit too expensive then go for Macromedia's Fireworks, it is a good program and almost as useful as Photoshop, I have not yet worked with PaintShopPro but if you are a web designer, I believe these two programs are considered the industry standard.
