is this even possible?

I have this page, and for kicks I want to make the background be falling tetris blocks. Now, I have gif builder and could create an animated gif if I wanted to, but I've found that png's are smaller and nicer. I've heard that animated images will come with the mng format.

Is MNG a reality?

Are there any animated MNG builder programs out there? (preferably something that will run on a Mac: system 9, OS X, fink, X-11, friggin' unix terminal, any of those will do)

Never done it myself, but libpng.org's mng section has a directory of applications that support mng [libpng.org] currently. If the list of supporting browsers is sufficient for you, no reason not to try it... looks like IE users would need a pretty hefty plug-in though.
