In PhotoShop, how can I blur only the edges of an image for a sort of artsy look?

In RGB color space, use the square marquee tool to select a rectangle slightly smaller than the image. Invert the selection, and set select/feather to somewhere between 3 to 9 pixels, depending on the look you want.
Make sure the background color is what you want (usually white) and press delete, perhaps several times, to eliminate all the visible hard edges.
You can also (in RGB space) put the image on it's own layer, and put in whatever background color/pattern you want on the layer underneath it. Delete/erase the background area on the image layer so there's a transparent area surrounding the image, then do the same selection area/feathering trick Tedster mentioned. If you save the file as a two layer photoshop file, you can change the background color to whatever you want in the future and still have the right edge/background blending.
