The GIMP could be used for optimizing, though there may be faster specialized utilities for this.

Irfanview can save JPEGs at a percentage, which cuts the size. I'm not sure about GIFs though.

GraphicConverter is shareware... it works fairly well, but isn't the most intuitive user interface I've ever used.

Sorry you didn't ask a few months ago when Pegasus Imaging was still giving its "JPEG Wizard" away.

Very easy to use, and has often given me better results than our Adobe products.

Their latest version is still just $29, so you might give it a try.

I use NetMechanic's GIFBot for all my images.

You can use it to slim down either GIF's or JPEGs that reside on your Web site or on your hard drive.

It's free and really cool.
