Best Banner Maker?

Guys I need help finding a good Banner making program. Something that can do good tweening and motion from frame to frame.

Hi asas111,

First off, the Forum Charter prohibits linking to personal URLs such as this... but, since you did:

Your example GIF is huge- Over 500k. I would leave your site immediately if I had to download this file, and there isn't a webmaster alive who would do a banner exchange with you if this was your offering.

If you want complex tweening and animation, you'll want to use Flash, or some equivalent vector-based animation program. Competent web designers rarely use raster-based (GIF) animation for anything beyond simple 2-frame, sub-256 color animation.
